Mansfield Township is committed to ensuring that clean water is all that enters our waterways through storm sewers. Non-point source pollution is “man-made pollution” caused by litter, animal and pet waste, yard waste, and automobile fluids. Non-point source pollution starts in our houses and yards and travels via storm sewers to creeks, rivers, and eventually, to the ocean.

The official definition of stormwater under N.J.A.C. 7:14A is as follows:

         'Water resulting from precipitation (including rain and snow) that runs off the land's surface, is transmitted to the subsurface, or is captured by separate storm sewers or other sewage or drainage facilities, or conveyed by snow removal equipment.'

On January 5, 2004, the New Jersey Department of Environmental Protection (NJDEP) adopted new stormwater regulations which require Mansfield Township to comply with the requirements of the NJPDES Tier A Municipal Stormwater Permit. In accordance with this permit, the Township has adopted a Stormwater Pollution Prevention Plan, Stormwater Management Plan, and Stormwater Control Ordinance. In addition, Ordinances were either modified or adopted regarding pet waste, litter, improper waste disposal, wildlife feeding, yard waste, containerized yard waste, and illicit connections.

Ordinances:

  • All pet owners are required to immediately and properly dispose of their pet’s solid waste deposited on any property, public or private, not owned by that person. Mansfield Township Code §16-19.G
  • It shall be unlawful for any person to throw, drop, discard or otherwise place any litter of any nature upon public or private property other than in a litter receptacle. Mansfield Township Code §27A-2(a)
  • The spilling, dumping, or disposal of materials other than stormwater to the municipal storm sewer system operated by Mansfield Township is prohibited. (Exceptions include potable water, uncontaminated ground water, air conditioning condensate, irrigation water, residential car washing and swimming pool discharges, and flows from firefighting activities.) Mansfield Township Code §44-3
  • No person shall feed, in any public park or on any other property owned or operated by Mansfield Township, any wildlife, excluding confined wildlife. Mansfield Township Code §33B-2.R
  • It shall be unlawful for any person or persons to place, dump, throw, or permit the depositing of any stone, sand, mulch, aggregate, sticks, vegetation, glass, snow or ice, or any hard, dangerous, or offensive substance upon; or cause the unnecessary obstruction of any street, avenue, road, highway, sidewalk, or other public thoroughfare. Mansfield Township Code §49-13
  • The owner or occupant of any property, or any employee or contractor of such owner or occupant engaged to provide lawn care or landscaping services, shall not sweep, rake, blow or otherwise place yard waste, unless the yard waste is containerized, in the street. Mansfield Township Code §39B-36
  • No person shall discharge or cause to be discharged through an illicit connection to the municipal separate storm sewer system operated by the Mansfield Township any domestic sewage, non-contact cooling water, process wastewater, or other industrial waste (other than stormwater). Mansfield Township Code §44-9
  • It shall be required that all outdoor dumpsters and other refuse containers exposed to stormwater be covered at all times to prevent the spilling, dumping, leaking, or discharge of liquids and debris from said containers into storm sewer systems. Mansfield Township Code §44-20
  • It shall be required that all existing storm drain inlets which are in direct contact with repaving, repairing, reconstruction, or alterations of facility on private property be retrofitted to prevent the discharge of solids and floatables into a stormwater sewer system. Mansfield Township Code §44-14

Stormwater pollution is one of New Jersey’s greatest threats to clean and plentiful water, and that’s why we’re all doing something about it. By sharing the responsibility, making small easy changes in our daily lives and adhering to stormwater regulations, we can keep common pollutants out of our waters.
