The Environmental Citizens Advisory Committee is to assist and collaborate with the Planning Board (JLUB) in its duties making the processing of land development applications more efficient and provide an appropriate and necessary method for citizens’ participation in the planning board process, including environmental matters. Said Committee shall have no power to vote or take other action required by the Planning Board (JLUB).

Stormwater Management

Mansfield Township is committed to ensuring that clean water is all that enters our waterways through storm sewers. Non-point source pollution is “man-made pollution” caused by litter, animal and pet waste, yard waste, and automobile fluids. Non-point source pollution starts in our houses and yards, the travels via storm sewers to creeks, rivers and eventually to the ocean.

Stormwater pollution is one of New Jersey’s greatest threats to clean and plentiful water, and that’s why we’re all doing something about it. By sharing the responsibility, making small easy changes in our daily lives and adhering to stormwater regulations, we can keep common pollutants out of stormwater.

Stormwater Management Plan – On January 5, 2004, the New Jersey Department of Environmental Protection (NJDEP) adopted new stormwater regulations which require the Township of Mansfield to comply with the requirements of the NJPDES Tier A Municipal Stormwater Permit. In accordance with this permit, the Township of Mansfield has adopted a Stormwater Pollution Prevention Plan, Stormwater Management Plan and Stormwater Control Ordinance. In addition, Ordinances were either modified or adopted regarding Pet Waste, Litter, Improper Waste Disposal, Wildlife Feeding, Yard Waste, Containerized Yard Waste and Illicit Connections.

  • All pet owners are required to immediately and properly dispose of their pet’s solid waste deposited on any property, public or private, not owned by that person. -Mansfield Township Code §16-19.G
  • It shall be unlawful for any person to throw, drop, discard or otherwise place any litter of any nature upon public or private property other than in a litter receptacle. -Mansfield Township Code §27A-2(a)
  • The spilling, dumping, or disposal of materials other than stormwater to the municipal storm sewer system operated by Mansfield Township is prohibited. (Exceptions include potable water, uncontaminated ground water, air conditioning condensate, irrigation water, residential car washing and swimming pool discharges, and flows from firefighting activities.) -Mansfield Township Code §44-2
  • No person shall feed, in any public park or on any other property owned or operated by Mansfield Township, any wildlife, excluding confined wildlife. -Mansfield Township Code §33B-2.R
  • It shall be unlawful for any person or persons to place, dump, throw, or permit the depositing of any stone, sand, mulch, aggregate, sticks, vegetation, glass, snow or ice, or any hard, dangerous, or offensive substance upon; or cause the unnecessary obstruction of any street, avenue, road, highway, sidewalk, or other public thoroughfare. -Mansfield Township Code §49-13
  • The owner or occupant of any property, or any employee or contractor of such owner or occupant engaged to provide lawn care or landscaping services, shall not sweep, rake, blow or otherwise place yard waste, unless the yard waste is containerized, in the street. -Mansfield Township Code §39B-36
  • No person shall discharge or cause to be discharged through an illicit connection to the municipal separate storm sewer system operated by the Mansfield Township any domestic sewage, non-contact cooling water, process wastewater, or other industrial waste (other than stormwater). -Mansfield Township Code §44-9

A more visible requirement has been the labeling of storm drains – “Dump No Waste, Drains to Waterways,” and the retrofitting of storm drains during road reconstruction or repaving with inlets that meet the design standards of the permit in order to reduce the amount of solids and floatables in our waterways.
